Bürgergeld Replaced by Grundsicherung; New Rules on Work & Benefits Take Effect July 1
Germany's welfare reform transforms the Bürgergeld into Grundsicherungsgeld (basic income security) from July 1, 2026, with stricter work requirements, tighter deadlines for evidence submission, and new sanctions for non-compliance.
The Reform
The Law for Reshaping Basic Income Security for Job Seekers (Grundsicherungsgesetz) takes effect on July 1, 2026, in stages. The payment formerly called "Bürgergeld" (Citizen's Benefit) is being renamed "Grundsicherungsgeld" (Basic Income Security Payment). The Bürgergeld system is undergoing fundamental restructuring; as of July 1, 2026, the new Grundsicherung (basic security) has taken effect, replacing Bürgergeld; while payment levels remain stable initially, cooperation duties, asset protection, and sanctions are significantly tightened.
What Changes
Employment placement takes priority: if work is available and reasonable, clients must accept it or face benefit reductions; the goal remains placing people permanently in work. The waiting period (Karenzzeit) for assets is being eliminated; the level of protected assets now depends on age. Housing costs receive an upper limit; in the first year of benefit receipt, costs are covered up to 1.5 times the local reasonableness standard, though exceptions exist for families with children.
A particularly sensitive change affects parents of small children: after the child turns 14 months old, the parent can be required to work or participate in integration measures; the previous protection period in which childcare was recognized as grounds against employment is now significantly shortened. Starting July 1, 2026, strict filing deadlines have been introduced for evidence with provisional decisions; after completion of administrative proceedings, late documents can no longer be considered—even in court proceedings before the social court.
Who Is Affected
If you already receive Bürgergeld and meet eligibility criteria, you do not need to submit a new application; your benefit notices will be updated to reflect legal changes and the new name "Grundsicherungsgeld," but they retain their familiar form and previously issued notices remain valid in content.
